Canberra retailers can’t display goods outside shops without a permit but can’t obtain one either

The ABC has a report about retailers in Garema Place (Canberra)Â being asked to remove racks of goods outside their shops as they need a permit for it. The irony of it is that retailers currently can’t actually apply for a permit because the government permit system is under review. ABC Report
This is typical of the government, they tell Canberrans what the law is before the actual law has been made.
Is this how it goes?
ACT Gov:
Shop owner, you can’t display your goods outside your shop because it is against the law.
Shop Owner:
But why, can you show me the legislation that tells me I can’t do it or even better can I buy a permit like it is done in other places?
ACT Gov:
I can not show you anything because we don’t actually have anything to show you, also you can’t purchase any permits either because they don’t exist yet. Thank you

Bloody typical. I bet Queanbeyan Council don’t make stupid mistakes like this. They would want to revenue from the permits, and they’d want the traders to be able to easily attract customers and get sales in order to keep the local economy moving. Especially Canberra business institutions like Redpath.
